Failsafe may be an unstoppable murderous machine, but it's ultimately just following its programming - it genuinely believes that Batman has become a danger and seeks to eliminate him for the good of the world.

While the beginning was incredibly strong, the reason for Failsafe being fully activated this time was lame, and it got waaaay too over the top after a while. I don't think I can read any more of Zdarsky's Batman run if there's any chance Batman of Zur-En-Arrh is going to be a recurring thing. So he was a chemist and had a freak accident, which completely upset his life—we’ve seen this kind of stuff a million times already. Of course it’s hard to come up with new stuff after a character’s been around for 80+ years, but it’s like Zdarsky isn’t even trying sometimes. After a scientist tampers with Batman's mind, he gets terrified of what he'd be capable of doing, if he lost control, so he creates this secondary personality, as a safety measure.Sure, Batman might have developed a counter to himself (a Failsafe) should he ever stray from his mission and actually take a life - - - but shouldn't Failsafe have been activated long before this story? In one now-notorious sequence in the book, the Justice League’s moon-based Watchtower facility explodes, hurtling Batman into space. It’s kind of a boring read, but at least Batman is still being a hero by actively trying to solve problems. Bruce created Zur as a fallback plan in the event his mind ever succumbed to brainwashing or telepathy.
